Can lag time be shorter if no one is there?

I play for brief moments, like 7 minutes during lunch, but it always resets to 45 on everything, but Silence. If no one is there, which is always my experience in the middle of the day, can it have a shorter lag time? Just curious, maybe that is impossible or too complicated. Thanks for the games, Sasa
